NYS Medicaid Program

Medicaid provides health coverage to low-income adults, children, pregnant individuals, eldery adults, and people with disabilities. Services include in-and-outpatient hospital care, physician services, skilled nursing care, labratory and X-ray services, early and periodic screening of children, home health care services, and transportation services.

Medicaid is administed by states but adheres to federal requirements. The program is funded jointly by states and the federal government. Please note that services and eligibility criteria vary by state.

To apply for Medicaid coverage in New York State, you can visit the NY State of Health webpage and click Apply Today.

You can also apply for coverage by visiting your local DSS/HRA Center and completing an application in person.

You are categorically eligible for Medicaid if you:

  • Are a legal U.S. resident: While citizenship is not required, a person must be a legal U.S. resident of the state and county where the application for Medicaid is made to receive benefits.
  • Fall into a certain category of non-immigrant (e.g., certain international students, visitors, and tourists)
  • Certain temporary non-immigrants (e.g., certain international students, visitors, and tourists) may be eligible to receive Medicaid coverage for the treatment of an emergency medical condition. Undocumented immigrants, regardless of age, are eligible for the treatment of an emergency medical condition as well. Other temporary non-immigrants may be eligible for the Essential Plan or Medicaid.
  • Meet certain income eligibility limits based on your household size.

You should receive a decision regarding your Medicaid application within 45 days of your application. If you have not heard anything by that time, please contact your case worker.

You and any approved family members will receive a Common Benefits Identification Card (CBIC) which will include your Medicaid ID number (Example: AB12345C). You must present this card to any doctor, clinic, hospital, or other health care provider in order to receive medical services.

If you are enrolled in a Medicaid Managed Care plan (for example, Healthfirst, Aetna, etc.), you must also present your member ID Card along with your CBIC to your health care provider for services.

    • This a free or low-cost comprehensive public health insurance plan for children up to age 19.
  • Essential Plan
